If you want swim-at-any-tide water and nightlife, look north to Nungwi instead.

Can you swim at Uroa at low tide?

Not easily. Like the rest of the east coast, Uroa sits on a wide reef shelf, so the sea retreats a long way at low tide and exposes the seaweed-farming flats. Swimming is a high-tide activity, and many of the resorts have pools to bridge the gap. The bay is calm and sheltered, which is part of Uroa's appeal.
